Welcome & Prayer
Meeting conducted by Mayor Julie Peterson and welcomed everyone to the meeting at 6:02 PM, Jim Cook led those present in prayer.
Discuss / Elect Council President – ACTION ITEM
After discussion, Mark Cartwright nominated Monique Hurst as Council President, Monique Hurst nominated Mark Cartwright as Council President. Mark Cartwright and James Cook voted for Monique Hurst, Monique Hurst voted for Mark Cartwright. Monique Hurst is the new Council President.
Discuss / Appoint Minidoka County Joint Powers Animal Control Board Member – ACTION ITEM
Mayor nominated herself as Minidoka County JPAC board member with Monique to cover for her when she is unable to attend. Mark Cartwright moved to affirm the appointment, James Cook seconded, motion passed.
Discuss County Auditor Finance, Elections, Recording, Courts, County Commission, County Budgets, Land Records – Minidoka County Clerk Tonya Page – ACTION ITEM
Tonya Page introduced herself to Council and spoke about various topics. Included were Federal ARPA fund being used for Community Center at location of former DMV. Bid to construct was just awarded for 3.102 million, or so, to Koyle’s Classic Construction, 300 days to build. As elections clerk talked about May Primary. Discussed role as Court Clerk. Discussed new recording software for Recorder Office. Mayor raised question about policing, Clerk recommended question to Sheriff. Mayor and counsel brought up effects of House Bill 389 and the need to correct the issue. Asked whether there might be issue with Cherry Street, Clerk referred to Sheriff and Dispatch.
Discuss / Consider the Minutes of the February 3, 2026 City Council Meeting – ACTION ITEM
Minutes were not available for review or approval. Tabled to April meeting.
Discuss / Consider Paying the Bills – ACTION ITEM
Reviewed list of bills that need paid. Motion to Monique Hurst to approve paying bills, second by Mark Cartwright. Motion passed.
Discuss / Consider Accounting, Billing, Budgeting – ACTION ITEM
Mayor brought up latest updates to Caselle. Discussion of Excel Spreadsheet to make sure funds are balancing.
Discuss / Consider Agreement with Tyler Technologies for software for payments to City – ACTION ITEM
Reviewed and presented tweaked agreement with Tyler Technologies. Motion by Mark Cartwright to approve the updated agreement, second by James Cook. Motion passed.
Discuss / Consider Ordinance 2026-3 Ordinance of the City of Minidoka, Enacting a Code of Ordinances for the City of Minidoka relating to Building Regulations, Including International Code Council and State Building Codes, Electrical Code, Electrical Safety Code, and Regulations for Use of Public Easement, Providing Effective Date, Providing for Publication by Summary – ACTION ITEM
City Attorney, Paul Ross, presented the latest Ordinance for review for putting in place Building Regulations. Motion by Monique Hurst to have legal counsel read Ordinance by title only, second by Mark Cartwright. Roll call vote: Monique Hurst: yes; James Cook: yes; Mark Cartwright: yes. City Attorney Paul Ross read the Ordinance by title only. Motion by Mark Cartwright to waive three readings and adopt Ordinance 2026-3, second by Monique Hurst. Roll call vote: Monique Hurst: yes; James Cook: yes; Mark Cartwright: yes.
Discuss / Consider Resolution 2026-1 Records Retention – ACTION ITEM
City Attorney, Paul Ross, presented the records retention Resolution and its purpose. Motion by James Cook to approve Resolution 2026-1 with clarification edits for Minidoka City, second by Monique Hurst. Motion passed.
Discuss / Consider 2026 Participation in the ESPA Coalition of Cities Mitigation Plan and payment – ACTION ITEM
City Attorney, Paul Ross, presented to ESPA Coalition of Cities Mitigation Plan, Minidoka joining it and approving the Intent to Participate for 2026, and to pay the $750 annual amount to Pocatello. Motion by Mark Cartwright to approve participation and sign the Intent to Participate, bill was already approved earlier, second by James Cook. Motion passed.
Mayors Time & Committee Reports
Mayor brought up information from Minidoka County Mayors Meeting, discussed animal control shelter and officer and expansion to include Burley. Reviewed pricing numbers for an updated joint powers agreement and fee sharing. Mayor provided animal control shelter numbers for 2025.

Comments related to any Public Hearing(s) and land use items should be made during the public hearing for those specific items(s). Individuals will be limited to a maximum of three (3) minutes.
Comments from Aaron Horman regarding his hopes for trees and bushes for 2026.
Cody Creek shared update regarding repairs to booster pump and working on rate study. He will have to meet with Clerk to get some of the information for DEQ to prepare a rate study.
